Co had been stopped by Czech authorities in Prague on 16 April 2026 for immigration-related issues but was subsequently released. According to Philippine officials, this outcome was due to the absence of both an international arrest warrant and an INTERPOL Red Notice at the time, which limited the legal basis for continued detention.
In response, authorities undertook a review of their earlier request, which had reportedly been submitted in November 2025 but had not progressed. The revised submission includes additional documentation from domestic institutions and seeks to demonstrate that the underlying allegations would be recognised in relevant foreign jurisdictions.
Officials also noted structural and procedural challenges, including capacity constraints within the Philippine INTERPOL National Central Bureau and the absence of a bilateral police cooperation agreement with the Czech Republic.
