Interpol Red Notice sought in human trafficking and recruitment case

April 27, 2026

Philippine authorities have been asked to secure an Interpol Red Notice against London‑based Italian entrepreneur Adel En Nouri, following the issuance of arrest warrants by the Bacoor Regional Trial Court in Cavite. According to reports, the court found probable cause to indict Nouri and several co‑accused for qualified human trafficking, serious illegal detention, and large‑scale illegal recruitment. The charges originate from complaints filed by Filipino nationals who identified themselves as victims. The offences cited by the court are classified as non‑bailable under Philippine law.

The court order, dated March 4, relates to alleged violations of the Expanded Anti‑Trafficking in Persons Act of 2012. A second arrest warrant was issued on April 10 in connection with additional complaints filed by the Department of Justice. The court also directed the arrest of several Filipino co‑accused named in the case.

The request for an Interpol Red Notice has been endorsed to the Philippine National Police‑Criminal Investigation and Detection Group, with the objective of locating and provisionally arresting Nouri abroad to facilitate possible extradition proceedings. The matter remains subject to ongoing legal process.
