UN Experts report concerning alleged use of INTERPOL channels by Nicaragua

In March 2026, the UN Group of Human Rights Experts on Nicaragua presented a report to the UN Human Rights Council examining actions taken by Nicaraguan state authorities since 2018, including activities affecting individuals residing outside the country. The report included references to the use of international policing mechanisms, including INTERPOL communication channels, in cases involving Nicaraguan nationals living abroad.

According to the report, Nicaraguan authorities submitted requests and information through INTERPOL systems in connection with certain individuals identified as political opponents. These included references to Red Notice requests and entries related to travel documents in international law enforcement databases. The report documented these actions as part of a broader review of state measures affecting exiled individuals.

The UN experts noted that INTERPOL operates under a regulatory framework that prohibits the use of its systems for political, military, religious or racial purposes. The report itself did not constitute a determination by INTERPOL, nor did it include findings issued by INTERPOL regarding compliance with its rules. No enforcement actions by INTERPOL were reported in connection with the publication of the UN findings.
