The Home Office announced on the 14 October 2010 that The Rt Hon Sir Scott Baker will lead an independent panel to conduct a review into the UK's extradition arrangements. Sir Scott Baker, will be joined by two independent lawyers with expertise in extradition matters; Anand Doobay, Peters & Peters Solicitors, and David Perry QC.
Anand, a Partner in the Business Crime department, has a wealth of experience in the field of judicial co-operation and has focused in recent years on representing the subjects of extradition requests to the UK with a particular expertise in Russian cases.
He serves on the Law Society's Criminal Law Committee and EU Criminal Law Working Group. Anand was appointed as a member of the Legal Experts Advisory Panel of Fair Trials International. In June 2010 he was also appointed as a Trustee and Director of Fair Trials International. He was a member of a sub-committee of the Law Society's Criminal Law Committee which assisted the Law Society with its response to the proposed reforms to extradition law and procedure which resulted in the enactment of the Extradition Act 2003. Anand was also a task force member of the EU project on ‘Better Bail Decisions’ and is a former member of the Law Society’s International Human Rights Committee.
Anand is the co-author of Jones and Doobay on Extradition and Mutual Assistance published by Sweet & Maxwell. He is consultant editor of both Current Criminal Law and Criminal Law News. Anand is also a contributor to Blackstone’s Criminal Practice 2011 dealing with extradition having also contributed in 2010. Anand has also written chapters in three practitioner texts on money laundering including Fraud Criminal Law and Procedure edited by Professor David Ormerod and Clare Montgomery QC and published by OUP.
